Housing deficit in Ukraine amounts to 600 million square meters - Ukrfinzhytlo

The war, destroyed cities and houses in Ukraine have created a large housing shortage that only continues to grow. This was stated during the presentation of the results of the eHouse program at Invest Forum: Real Estate by Sensar, Yevhen Metzger, Chairman of the Board of JSC Ukrfinzhytlo, said:

"The historically accumulated housing deficit is 450 million square meters. In addition, the Russian invasion destroyed or occupied almost 150 million square meters of housing. Therefore, Ukraine's total need for normal, comfortable, safe housing is almost 600 million square meters. If you calculate it in money, it is almost 23 trillion hryvnias."

Over the three years of its operation, the program has shown good results. As of the end of 2025, more than 21.5 thousand Ukrainian families have received their own housing under the program. The total amount of loans issued is over UAH 30 billion. Given the absence of commercial market mortgages in Ukraine, state-subsidized mortgages account for 97% of the mortgage market.

However, as Yevhen Favorov, chairman of the Ukrainian Association of Developers, noted in a commentary for Channel 24, mortgages are not currently a systemic tool for financing housing in Ukraine and a source of demand, and their impact on the industry remains limited.

"eOselya is a social support tool, not a replacement for market mortgages. It helps certain categories of citizens to buy housing, but does not form the financial infrastructure necessary to restore the mortgage market and stimulate construction. Most loans are issued for the purchase of secondary real estate, meaning that the funds do not go into construction, but only redistribute the existing housing stock, which does not create a multiplier effect for the economy."

According to Yevhen, the program involves developers who work openly: they pay taxes and show their profitability. This approach builds trust between the government, banks, and developers and helps the industry develop.

Today, more than 115 construction companies are accredited in the system, and the number of properties available for lending exceeds 300. But there is a shortage of real estate. For example, more than 80% of people in the Zakarpattia region who have received a positive decision from a bank to buy a home do not buy it because they have nowhere to buy it. 

The Ukrainian Association of Developers has repeatedly warned of a crisis in the housing market. The fact is that developers are now completing mostly those projects that were started before the full-scale war. New starts are minimal. In a year or two, the market will feel the crisis to the fullest. To prevent this from happening, the Ukrainian market needs a new strategy to stimulate construction - through transparent project financing instruments, government guarantees, simplification of licensing procedures, attraction of international capital to housing development, etc. 

A new report by the UN's International Organization for Migration (IOM) has confirmed the UIA's predictions: the housing crisis in Ukraine has ceased to be a prediction and has become a reality. 

"If we don't start new construction now, soon there will simply not be enough housing in the country - neither for sale nor for rent," says Yevhen Favorov, head of the Ukrainian Association of Developers.
