In the summer of 2024, the Ukrainian Association of Developers held its first meeting with the management of Ukrfinzhytel, where members of the association presented their proposals for improving the state mortgage program eOselya. Since then, the parties have agreed on the format of joint work, held a number of events and presentations, involved the program's partner banks in the process and coordinated their developments with them. And now we have already seen the first results of our joint efforts.
The Board of the Ukrainian Financial Housing Company has approved a unified questionnaire for new buildings under construction, which developers participating in the eOselya program submit to partner banks of the mortgage program to accredit their facilities.
Previously, each bank had individual requirements for information for accreditation of a residential complex. However, a study by the Ukrainian Association of Developers showed that 78% of the information was identical or identical, and another 10% was similar.
"Now the new standard will be valid for everyone. The developer will be able to fill out the questionnaire only once and send it to every bank that accredits apartment buildings during the construction phase. This will reduce the administrative burden, speed up the accreditation process and save time and financial costs that precede the appearance of a new building in the eOselya program," said Yevhen Favorov, Chairman of the Board of the Ukrainian Association of Developers.
In particular, the questionnaire contains information about all key participants in the construction, real estate sales mechanisms, and comprehensive details about the new building to be accredited - from land plot data to project economic indicators. A mandatory component of the questionnaire is information on all other projects of the developer: both already implemented and those that are being implemented at the time of submission. Thus, the questionnaire will also check the participant's business reputation through the history of its activities.
Approval of the unified application form is only the first result of joint efforts of the Ukrainian Housing Finance Agency, representatives of the Ukrainian Association of Developers and banks to improve the eHouse program. Currently, work is underway to approve a standardized list of documents required for accreditation, which will be submitted to banks on the same unified basis as the questionnaire, as well as to develop a digital platform for accreditation of construction projects to be used for their submission.
