The launch of the digital platform for accreditation of construction projects in the state program of affordable mortgage lending eOselya will significantly optimize this process and accelerate the increase in the list of new buildings available under the program, providing borrowers with a much wider choice of primary housing. This was emphasized by the participants of the meeting of representatives of the Ukrainian Financial Housing Company and the Ukrainian Association of Developers.
EBA Chairman of the Board Yevhen Favorov presented the concept of a pilot project of a unified digital platform to Yevhen Metzger, Chairman of Ukrfinzhytl. Developers will be able to submit a standardized set of information and documents, some of which will be pulled from existing national databases. And partner banks, having access to the information provided, will be able to make decisions on accreditation of a new building faster and easier, requesting only a small amount of information individually.
The fact is that today each construction project available in eHouse must be accredited separately by each bank, and each bank has its own forms of documents and requirements for them. Because of this, accreditation can take up to 6 months.
"The launch of the accreditation platform will not only facilitate and speed up this process. We expect that simplified working conditions will help attract many more partner banks and developers to the eOselya program. As a result, the number of new buildings available to program participants will increase, and borrowers will have a much wider choice of high-quality modern housing. And the development business will have an additional channel for obtaining financial resources that will be directed to new construction projects, which will help overcome the housing crisis in Ukraine," said Yevhen Favorov, Chairman of the Ukrainian Association of Developers.
An analytical study by the Ukrainian Association of Developers shows that 37% of the information and 61% of the documents requested by banks are contained in open electronic registers. 78% of all information and documents are identical or identical, and another 10% are similar. Thus, only 12% of all information requested by banks is unique.
Therefore, it makes sense to create the necessary package once and send it to all banks at the same time, moving away from paper to digital communication. This is the goal of the unified digital platform: according to the pilot project concept, documents will be exchanged through a single electronic cabinet. Ukrfinzhytlo is to become the coordinator of the platform.
"The key to progress in the process of accreditation of construction projects is competition between partner banks. Based on the practice we already have, this means reducing the time for such accreditation and lowering the requirements for the readiness of buildings. We see that the idea of a digital platform is definitely worthy of attention. Therefore, it is necessary to involve banks in this initiative and continue to work in the formats of both bilateral and multilateral practical meetings," said Yevhen Metzger, Chairman of the Board of the Ukrainian Financial Housing Company.
Integration with national databases will allow the platform to check construction documents, registration and status of legal entities, information on land plots and property rights. It is planned that the platform will be integrated with the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations, the Unified State Electronic System in the Field of Construction, the State Land Cadastre and the State Register of Real Property Rights.
The standardized list of documents and information required for accreditation developed by UA Developers includes 4 categories:
- information and documents about the construction participants;
- information about the developer's reputation and projects;
- documents on the construction object;
- mechanisms, methods and volumes of sales, sample contracts.
Most of this data will be automatically pulled from the registers. Along with the standardized list, a single questionnaire for the facility under construction will also be generated through the electronic cabinet. It will contain all the information banks need for a comprehensive analysis.
