Since September 10, 2025, a new compensation mechanism for internally displaced persons (IDPs) and residents of frontline areas has been launched under the state program " eHouse ".
They can receive compensation:

The maximum cost of housing is UAH 2 million.
For IDPs - housing not older than 20 years.
For residents of frontline areas:

Compensation consists of three components:
1️⃣ Down payment - the state compensates 70% of the amount, but not more than 30% of the cost of housing.
2️⃣ Monthly payments - 70% of the monthly payment is compensated during the year, but not more than UAH 150 thousand in total.
3️⃣ Related expenses - up to UAH 40 thousand for insurance, commissions and other mandatory payments.
Thus, the family can receive more than half a million hryvnias of state aid for the purchase of housing.

✔️ Apply for eOselya in the Diia app.
✔️ Get a positive decision and choose a bank to get a loan.
✔️ Provide the bank with the necessary package of documents and an application for compensation from the state.
✔️ The Bank transmits the application to the Pension Fund of Ukraine.
✔️ The Pension Fund checks the submitted data for compliance with the terms of the compensation program.
After confirmation, you can apply for a loan with compensation.
You pay your part of the payments, the state pays its part.

For IDPs, the state compensates for an apartment worth UAH 2 million:
The total amount of aid is UAH 576,664.
There are 11 regional compensation programs in Ukraine, 5 of which apply to IDPs.
They can be combined with state support by receiving compensation from local authorities, employers, or charitable organizations for the down payment or part of the loan.
Compensation mechanism within the program "eOselya" - is a real opportunity to buy your own home with minimal financial burden. The combination of compensation from the state and regional programs creates an effective mechanism to support people who have lost their homes.
At the same time, it stimulates the development of the mortgage market and strengthens the recovery of the construction industry. Such decisions make housing more affordable and the market more predictable and sustainable.
