The State Agency for Infrastructure Restoration and Development of Ukraine announced an update to the criteria for identifying enterprises that are critical to the functioning of the national economy and to ensuring the basic needs of the population during a state of emergency, as well as sector-specific criteria for enterprises in the construction industry.
The government has amended the criteria for identifying critical enterprises and the procedure for reserving employees subject to military service.
Effective September 1, 2026, for employees subject to military service who are included by their employer on the reservation lists, the minimum amount of accrued wages must be three times the minimum wage.
Based on the current minimum wage (8,647 UAH), this amounts to 25,941 UAH. Previously, a multiplier of 2.5 times the minimum wage was used.
The Ministry of Community and Territorial Development of Ukraine has updated the sector-specific criteria for identifying enterprises that are of significant importance to the national economy in the construction sector.
