Members of the Ukrainian Association of Developers held a fruitful meeting with the Ministry of Community, Territorial and Infrastructure Development of Ukraine.
The purpose of the meeting was to discuss strategies and policies aimed at developing housing construction and post-war reconstruction.
The discussions focused on several key aspects affecting the future of the construction industry:
Certification of construction products: Certification of construction products was an important item on the agenda. In 2020, the Verkhovna Rada of Ukraine adopted Law 850-IX "On the Provision of Construction Products on the Market," which is a fundamental step towards the implementation of EU Regulation 305/2011. This legislative act defines quality and safety standards for construction materials, prevents the spread of counterfeit products and promotes a high level of sustainability of buildings. It is expected that the implementation of this regulation will significantly increase consumer and investor confidence in construction products on the Ukrainian market starting from 2025.
Automation of permit issuance: Ministry officials emphasized the success in digitalizing the permit issuance process and announced plans to expand automation to other types of permits. According to the Ministry, the system is 80% ready for this. This approach will help speed up and simplify processes while ensuring a high level of transparency and efficiency.
Diversification of funding sources: Diversification of sources of construction financing, including active cooperation with international and national financial institutions, has become an important item on the agenda. This initiative is aimed at overcoming challenges related to project financing and ensuring stability in the sector.
Cultural heritage: The discussion also touched on the preservation of cultural heritage and the need to establish clear rules for interaction with historical sites. It is planned to improve the regulatory framework and stimulate a dialogue between developers, cultural heritage protection authorities and the public.
Booking of construction industry workers: In light of the urgent need to provide housing for people who have lost their homes, the participants discussed how to improve the criteria for determining the importance of developers in the national economy.
The meeting emphasized the importance of further supporting the dialogue and development of the construction industry as a key factor in economic recovery and growth. The participants agreed on principles that will ensure investor protection and promote a favorable business environment.
The Ukrainian Association of Developers hopes that the results of this meeting will serve as a basis for a new stage of effective cooperation between the state and business.
